I'm going with Worf.
Whenever he had to make an important decision, he would always do the opposite of what a human character would do. He would kill people, or let people die, and generally just do stuff that "heroes" never do. He made the show more interesting.

I find Picard to be the most interesting character in the show. He is a definite leader.
