In the episode "THE CONSCIENCE OF THE KING," the following dialogue took place: Dr. McCoy: "Would you care for a drink, Mr. Spock?" Spock: "My father's race was spared the dubious benefits of alcohol." Dr. McCoy: "Oh. Now I know why they were conquered." Now, this is either a huge continuity error from "Star Trek's" first season, or an indication of how the conflict between Vulcan and Andoria will turn out over the next five years of "Enterprise" ...

I'd go for continuity error.
Just like how Spock once called himself a "Vulcanian".

One possibility is that vulcan was invaded during the Earth Romulan war and due to their Pacifist nature decided to withdraw from aiding Earth and in so doing become neutral.
